Through the Youth Action Plan in EU external action (YAP), the EU commits to build a strategic partnership with young people across the world. The Youth4Foresigh toolkit supports the YAP implementation, in particular the commitments to increase the voice and leadership of young people, promote their involvement in the EU external policies and actions, as well as to enhance institutional capacity and expertise of EU staff on how to work with young people.Foresight as a method enables to break away from institutional blind spots, foster creativity and provide alternatives to current paradigms. This structured yet creative approach helps to:- Generate genuinely novel ideas and policy messages- Build young people's legitimacy in expert spaces- Make complex topics energising and excitingEmbedding strategic foresight in EU policy making is not only in line with the principles of Commission's Better Regulation Agenda​, but also highlighted in the 2024 Communication on the European Year of Youth 2022.
